The Collapse of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from Russian territory, a capability enabled by current data. From vantage locations, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, sparing the city from ruin and further power outages.

Continuous Dangers

Soon after, a heavy machine gun engaged a drone close by, part of a rapid response unit – almost certainly imported technology. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

With pauses, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a dependence that European nations are demonstrably unable to replace in the near term.

Failed Diplomacy

The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a principle well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unfeasible to compel Moscow to relinquish the territory that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does nothing to discourage Russia, through words or deeds, from believing that the situation will not change more in its favour in the near future.

Divergent Views

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a total frontline collapse until situations evolve in its benefit.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: personal goals to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
